How do I change the language that my site displays in?

    Hi! So I am an American in Japan trying to make a blog. I made the blog using Japanese wifi, so when you go the URL, everything is Japanese. However, this will be for American friends and family so I want it to be in English. I’ve tried every setting for languages but cannot get it to change. Can WordPress change it, or can someone tell me what I need to do? Thanks!

    Dashboard > Settings > General
