How do I change the title and the subtitle on my blog's main page in order to make it look NOT

I just signed up and I want to start publishing posts, but one aspect of my layout is causing me no end of grief because there seems to be NO way to edit it. At the top of the page, above my image, my blog title is present. I would like to be able to capitalize this like a normal human being. Furthermore, I’d like to be able to customize what it says below the title rather than just have it say ”Just another WordPress.com site.” Please help me. I’ve tried every tab related to appearances and themes on the dashboard to no avail.
How do I change these things?

You can change both of those by editing your Site Title and Tagline in the Settings section of your blog’s Dashboard.
