How do I change the title of my blog?

  I am brand new to WordPress and the title of my blog is “Gillian007’s Blog.” How do I change the title to the one I have in mind? I’ve been trying to figure this out and I can’t.

  dashboard > settings > General

  Yeah, I just checked and mine is too. Me thinks staff has been doing some tinkering and things didn’t go smoothly.
