How do I change the URL to my blog?

  I would like to change the URL of my blog, but when I go to the General Settings menu, like the instructions on the WordPress site say to do, there are no “WordPress Address (URL)” or “Site Address (URL)” fields. Note: I’m getting this information from this link: http://codex.wordpress.org/Changing_The_Site_URL
