How do I change the URL web address for my blog?

  I want to change the web address that I can type in to find my blog (on the Internet on any device) and when I try to change it, it wouldn’t change from my previous one. Can you tell me why and what to do please? :)
  (below here is says my Blog URL is (email visible only to moderators and staff) and this is what I want to change.)

  The blog I need help with is: (visible only to logged in users)
