How do I change the title at the top of the browser page? (this page reads: Support << WordPress.com Forums
I’d like my blog to just show my name, rather than the url address, ie: Stan Smith as opposed to <http://www.stansmith.com/wordpress/…

You are, as sambauer suggested in the other thread, in the wrong forum. Head over to http://wordpress.ORG/support/ which is where self-hosted blogs are supported.
