How do I competely delete a blog so that it isn't visible to the public

A blog I’ve detailed is still visible online, and appears on a google search.

Which blog are you referring to specifically? It’s helpful if you provide a link so we can see whether the site’s still visible to us, etc.
In any case, here’s some information on the process of permanently deleting your blog, just in case you haven’t already tried these steps: https://en.support.wordpress.com/delete-site/
In this case, it’s WP Admin > Tools > Delete Site. As the post mentions, be certain that you want to completely get rid of the blog first before deleting – you won’t be able to use the same address for another WordPress.com site after deletion, so it’s worth considering the other options listed. I deleted a blog because I didn’t want anyone to view it anymore. However it is still visible on google (and the content is still there when you click the link).
What do I need to do so that it no longer appears I’m google and is not visible.

When I visit the link to the blog you’ve provided, it tells me that the site no longer exists, so it’s definitely been deleted.
Try clearing your browser’s cache, then visiting the link again – if you’re unsure about how to do that, there’s more information here: https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache
And shout if you have any further issues after that!

Thanks for the tips. I’ve deleted my cache and history and it still shows up.
It’s also still visible on a friend’s laptop who’s never viewed it before.
If it’s a network level cache, how long can that take to clear? I only deleted it a couple of days ago.

IMPORTANT NOTE: Deleting blogs or content does not remove any indexed content from the SERPs (search engine page results). Google and Bing only clear their caches of deleted indexed content that produces a 404 (page not found) every 3 – 6 months. To completely remove an entire page from Google search results after it produces a 404 (page not found) see https://support.google.com/webmasters/answer/1663419?hl=en

I don’t really mind if it’s in google to be honest. But at the moment you can still see the blog when you click on it.

Browsers store data and your browser is displaying a cached copy. Presumably you are using a browser or version of it found here http://browsehappy.com. If you aren’t then upgrade please.
1. Then log out of WordPress.com
2. Clear your browser cache and your cookies.

I am using the lastest version of safari. I have deleted my cache several times. I can still see the site.

Just wanted to bump this issue as it still hasn’t been resolved. Importantly I was contacted by a new client yesterday who found me through the blog, even though I’ve been told it is deleted and no one will be able to see it.
Despite assurances this is evidently not the case. If anyone can help me delete this site permanently I would much appreciate it.
