You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel an upgrades, claim a refund for any qualified upgrades, and disable auto-renew.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. As @Timethief mentioned, you must be logged in under the account associated with the purchased upgrade in order to get a refund. I do not see a charge under this account.
If you post here under the username associated with the renewal charge, I’d be happy to assist you in receiving a refund.
