That’s is NOT a free hosted WordPress>COM blog. You are posting to the wrong support forum and we can’t help you here. If you don’t have a username account at WordPress.org click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.org bloggers.

/data/9/3/6/87/3006576/user/3337524/htdocs/wordpress1/wp-includes/plugin.php indicates you are working with the self-hosted version of the WordPress software from WordPress.org, installed on your own computer, not on a site hosted here at WordPress.com.
The forum for the self-hosted WordPress software is http://wordpress.org/support/ . Head over there and do a search, or post your question there. We never have to deal with this sort of error here at WordPress.com, so we can’t answer this for you. These forums are for those hosted here at WordPress.com.
