  Are you referring to a mature content blog? If so please read this > http://en.support.wordpress.com/mature-content/
  The age here for registering a blog is 13 years (COPPA). There is no warning page like there is on Blogger blogs. You can create a static front page to create a warning page of your own. http://en.support.wordpress.com/pages/front-page/
