How do I create a WP.com website using domain name of current non-WP website?

  Hello: My website http://www.rocklogic.com/index.php was created by an outside service. Now I want to redo the entire thing with WordPress.com, i.e., not just transfer existing content, but a complete redo. Can I keep the current non-WordPress website live while I setup and work on the new website in WordPress?
