How do I create registration page on website?

Can I create a page where clients can register for my events on my website? Or for them to pay on my website? If so, how?
The blog I need help with is: (visible only to logged in users)

WordPress>COM blogs are not suitable for that use. Hire a web host http://wordpress.org/hosting and set up your own wordpress.ORG software install.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

Some bloggers create a contact form and after the people have made a PayPal donation they provide the link to a private page for downloading files. Maybe that will work for you.

You don’t have to use WordPress.com as your host, if you registered your domain with WordPress.com. The domain you registered is yours, also you can use it with any host you want.
Follow some of the important instructions:
1) Send domain registration to another registrar
2) Transform name servers to point the domain outside of WordPress.com
3) Update DNS records using A Records.
