How do I create submenus?

I’m using the greyzed theme on http://www.therewardboss.com and cannot create sub-menus.
I’m trying this:
http://en.support.wordpress.com/menus/#changing-the-order-creating-sub-menus but still not having any luck.For example, in the About tab at the top, Id like sub menu for Legal Stuff. I went into Appearances –> Menus –> and added Legal stuff to the menu.
Next I moved the Legal Stuff tab slightly to the right so it is a child of the About page.Is there something else that I need to do? I want it to look like this:

Since your site at http://www.therewardboss.com/ is a self-hosted WordPress site, it’s best to use the WordPress.org support documents instead of the support page for sites hosted here at WordPress.com. Here’s the WordPress.org support page about custom menus:

In addition to adding the menu items, you’ll need to make sure you’ve added the menu to your site. You can do that in the Menu Settings section. Next to Theme Locations, make sure to check the box for “Primary Navigation” to add your menu to your site.
