How do I delete a blog from the global dashboard?

I’m trying to delete a blog from the global dashboard. It was a self-hosted blog located at a URL that is now abandoned and broken. Yet the site name is still available through the WordPress.com dashboard because the API was never disconnected when it went down.
You would think it would be as easy as accessing My Blogs, and just clicking on an X to delete a blog, but it isn’t.
The blog I need help with is: (visible only to logged in users)
