Please follow the instruction here:
http://en.support.wordpress.com/settings/delete-blog/Note that you can never use that domain or get the contents back if you delete the blog. You can hide it from others by making it private if you want to temporarily disable the site.

Check your spam filter: it very often ends up there. And check both the email on your Blog Settings and your Profile.
