  how do i delete my blog ? i dont have (or cant find) the tools tab

  It looks like http://www.cooper27.com/ is a WordPress.ORG blog, not a WordPress.COM one (here’s an article on the differences), and hence we have no control over it. Also, being a “self-install”, that blog probably has no Delete functionality at all. You’d have to check with your developer or hosting company on how to do that.
