How do I delete my site contents, but retain the URL?

If I understand correctly, you’re wanting to keep your blog at gracenoteblog.wordpress.com, but remove all the content and start over?
If that is the case I’d recommend that you first go to Tools => Export, and export a copy of your current content, just in case ;-).
