Are you talking about when you publish a post? That isn’t theme specific, it is in the core of wordpress.com.

Or are you talking about the comment boxes that appear on the site itself?
If so, first go to settings > discussion and disable comments and trackbacks and save. This will keep the comment form from appearing on future pages and posts.
Next, open each page in the page editor, go to the screen options tab at upper right and activate the “discussion module. Then scroll down below the text area and in the discussion module disable comments and trackbacks.
