I did a search for you on the Support site and here is what I found when searching for “site owner” http://en.support.wordpress.com/user-roles/ specifically under “Changing User Roles”:
Please note that you need to transfer the blog to another user if you want to change the blog owner’s user role to something other than an Administrator.

Yes, I’ve read that information, as well as the instructions for “Transferring Your Blog to Another User or Account” (http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account). Unfortunately, none of the instructions in either the location you suggested or the link I’ve included work.
The instructions in the link I’ve included in the above paragraph, say:
“To transfer a blog, go to My Blogs in your dashboard and move your mouse over the address of the blog you wish to transfer. You will see that a Transfer Blog option appears:”. . . . however, “My Blogs” does not provide said addresses of blogs (there are only hyperlinks to each blog with a title that shows up when you mouse over), not does a “Transfer Blog” option show up. I know that the My Blogs page has changed in appearance recently, and I’m wondering if that the reason the instructions aren’t working. Blog addresses USED to be included on the My Blogs page.
I really hope someone can help with this – I’m at my wits end.

You need to be logged in as a blog owner to start the transfer process – not just an Admin for a blog – also you can’t delete the blog owner – the blog owner must transfer the blog to you.

If you *are* logged in as the blog owner and still not seeing the “Transfer Blog” link when you hover over the blog name under “My Blogs” from the Dashboard and not this new-fangled “My Blogs” on the WP.com homepage, try logging out of WordPress.com, clearing your browser cache and cookies, shut down the browser, open and then log back in to WordPress.com. Alternatively, try with a different browser.

I am logged in as the blog owner, and there is no “transfer” option coming up anywhere! I really appreciate the help guys, but I just don’t see the option. Has anyone actually *done* this recently?

@edutopicsblog: If you don’t see the Transfer Blog option when moving your cursor over the blog address in the Address column in Dashboard -> My Blogs, that means you aren’t the blog owner.
If you have another WordPress.com account, can you try logging in from the other one associated with that blog, then go to the Dashboard -> My Blogs page and give it another shot?
