How do I design my website in WordPress.or without disabling my current website?

I already have a non-Wordpress website (and a wordpress.com blog), but I want to now design a new website using WordPress.org to combine both. Can I do the designing and learning of WP.ORG without shutting down my current website since hosting is needed for .org? How do I work the domain name for my current website while the new one is being designed?
How do I do this?
