How Do I do a "Complete" Backup?

We are told to use Export to back up our blog(s). But the metadata for the exported XML file says:
“This file is not intended to serve as a complete backup of your site.”
How then do we do a COMPLETE backup of our site(s)?

An XML file cannot contain your theme or text widget content. That is what is meant by that and there is no way to create a backup file that contains those. http://en.support.wordpress.com/export/#backups
