How do I edit the PM/AM part of my time stamp?

  I know how to edit the time stamp, but I just can’t figure out how to edit AM/PM. I used to be able to do it in the old wordpress dashboard, but now I can’t.

  isn’t the timestamp using the 24-hour system? like if you want your post published at 11pm, you put in 2300 in the timestamp.
