How do I edit the text above the comment box?

  I’m positive this is elementary, but my normal blundering through options hasn’t worked:

  How do I edit the the text above the comment box?
  I wrote it ages ago and it’s redundant and annoying as such.
  HELP ME!

  scroll to the bottom of the page to locate:
  Comment Form
  Prompt ___________
