How do I enable guest posting?

How do I enable guest posting? I’m in charge of a small HOA site and would like the ability for our homeowners to post a maintenance request without the hassle of creating a WordPress account. Many of our residents wouldn’t be able to figure that out.
My concept is that the homeowner would go to the Maint Request section of the site. Click on a button “New Maintenance Request” and post the request to the site. The HOA Manager would see the new post, then reply. (We have a problem with the Manager ignoring emails, we think a public post would add accountability.)
Seems simple to me, but I can’t figure out how to do that.

The easiest way to do that would be to set up a page labeled “Maintenance Requests” and then ask residents to leave their request as a comment on the page.
Aside from that, there is no way for residents to make new posts or pages themselves without having a WordPress.com account.

Do you know of any way to change the title “Leave a Reply”. It would be nice if it said “Make a Maintenance Request”
