How do I even get to the functions menu?

  Hey guys, I keep reading about adding to my theme or editing using functions but I have no idea how to even get to the functions menu. I’ve googled a ton of stuff and still nothing. so could someone explain it like im 5 years old? Thanks
  P.S. I have the Blaskan theme
