You cannot install themes from outside on wordpress.COM hosted sites.

Yes, you will have to self-host on godaddy to use a theme like that.
The theme is called: Clipso. Google it with “wordpress theme Clipso”.

It’s not that difficult, and lots of people do it.
There is usually info about the theme in the sidebar or footer. Look right at the very bottom; the designer has usually put a link to his site there.
