how do I get a domain that has been inactive for some time?

Hello All!
I am want to setup a new blog, but the site I want to use under wordpress is already owned. The thing is that the guy who owns the site last posted in 2006. Considering it has been 9 years, can I take the domain or how do i go about doing that? It is free from wordpress.

There is no expiration date on blogs unused, reserved or otherwise.
