How do I get a static page with a menu that goes up and down the page?

I am having a hard time creating a menu that goes up and down on the page instead of going to other pages? How could I make this custom menu?

You can make use of page jumps to create such a menu.

1. Edit the page on which you want to link to different sections. https://en.support.wordpress.com/pages/edit-pages-screen/
2. Click on the HTML tab above the editing area (next to the Visual tab). https://imgur.com/a/HVuioxS
3. Add a section here, this is the section to which you want to link from your menuThe Jump menu item should link to meNote: “jump-here” is the id of the section. You need to use the same id in the menu to link it here

4. Go to My Sites->Customize->Menus
Select your current menu and click “Add Items”, then “Custom Links”
Add URL: https://montereyservices.wordpress.com/#jump-here(Jump-here is the id of the section we created)
Add Link Text: Jump(This is the name of the menu item you want to create)
