  My account is a mess and I can’t fix it.
  How do I get any refund owng?

  I don’t have a site linked to this WordPress.com account

  I just want to close my WordPress account not my hosted site.

  I will no longer use WordPress and I do not want to be charged again.

  I want a refund of the unused portion of my current subscription please.

  That site isn’t running on the wordpress.com platform as it uses the open source wordpress.org. According to whois info your site is hosted elsewhere, https://www.whois.com/whois/thesalzburginstitute.org.
