how do i get draft posts and comments to export?

I exported wordpress.com web site to wordpress.org website and picked up published posts, but not comments to them nor draft posts. I have tried both import wordpress and import wordpress.com to import comments, but no luck. I tried to limit export from wordpress.com to drafts only and they appear to be in xml file, but when I use import feature in wordpress.org nothing happens. Any advice?
