How do I get in contact with the chat support?

I feel like I’m doing everything I can according to the help docs.
I have a charge issue with an account I don’t have access to.I’ve emailed support after 7 days I followed up, and still haven’t gotten a response.
I’m so desperate to get help, I opened a yearly explorer account so I can have access to live chat, but that’s not even an option. Each time I follow the steps in this help documents, it either keeps looping me around to the same support articles or b I don’t see the options being displayed as mentioned in the support article.
Help! I can’t share the full details of my issue in the forums b/c it’s about financial information.
