how do I get in touch with WordPress about billing?

I cannot figure out how to get ahold of WordPress about a billing question by clicking the support link. I cannot get past the Ask the Community for Support, so I am asking the Community: how on earth do I get ahold of support to change my CSS customization that I just renewed to a different blog? I pressed the button that they provided to do so, but it failed, and I have just spend a very frustrating time googling this topic with no good answer.
The blog I need help with is: (visible only to logged in users)

What blog do you want to transfer the CSS from and which blog do you want to transfer it to? The staff will need that info to help
You should be able to transfer the Upgrade yourself at
Dashboard >> Store >> My Upgrades >> Should be a Transfer to another blog option – click on it and follow the instructions

Hmmm, support must be away temporarily.
You can email them at support @ wordpress.com although this is sometimes a little slow.

I did try to transfer the upgrade myself. It failed, all my billing info disappeared, and I got a message to contact support! But of course, the end of the line for the Support function is the community forum.
I googled it and used the following link: http://en.support.wordpress.com/contact/?whywasi=charged
I am hoping for a response. Sad that I had to use an outside search engine to get a *real* support link, but that’s par for the course these days.

Hi Irina, I’d be glad to help you with this. To which site would you like to transfer your CSS customization? Currently it’s attached to bytheonionsea.com (bytheonionsea.wordpress.com).
