Short answer is, it takes time and hard work. The FAQ has several good suggestions:

I started blogging almost two years ago, and have a couple of suggestions for you:
1. Tell you friends and family about your blog. Ask them to look at it and spread the word about its existence.
2. Visit other people’s sites and comment there.
3. Write frequently.
4. Write well and about interesting material.
