Only the Premium plan and up allows ad revenue sharing via WordAds https://wordpress.com/support/wordads-and-earn/. In addition, WordAds will only generate revenue if you have thousands of monthly views.
Unless you are on the Business or eCommerce plan, you cannot use any other ad program.
