How do I get plugins option on my wordpress.com website?

Hi – I’m working on a website, and i’ve hosted the domain with godaddy. i planned to use a third-party theme selected by my client, but noticed quickly that i don’t have the plugins option that i usually have with wordpress. any ideas?

WordPress.COM blogs don’t have Plugin’s, security, reliability and performance issues and you can’t use third party themes here either

Darn, I suspected that was the case. Is there a way to change my account from wordpress.com to wordpress.org? I don’t have much on the site yet, so I’m not worried about losing anything in the transfer.

WordPress.ORG is not a host, they are the keepers of the WordPress software. .ORG does have some recommended hosts: http://wordpress.org/hosting/
You will need to hire a host, install the WordPress.ORG software, set the site up and install the theme. Since you don’t have much content the content move is not much to worry about, either Export the blog or if just one or two entries – copy and paste would probably be just as easy

No. Please read the thread you’re posting in.
Just pick a theme that has a tabbed header.
