How do I get pre-sales questioned answered?

I currently have an old classic HTML/CSS/Javascript website hosted on Hosting.com to show my photography work. I want a new website and many people have suggested WordPress. I’m a little skeptical that WP can duplicate my custom HTML website but I’m willing to consider it.
Before purchasing a WordPress.com product I have many questions about the company, the products, the servers, the billing, the relationship between wordpress.org and wordpress.com, and about whether WordPress can do what I need, and many more. But it appears that the Live Chat feature is for existing customers, and WordPress.com does not appear to have a phone number.
How do people get their pre-sales questions answered with this company?

WordPress.com belongs to a company called Automattic. You can find detailed information about our parent company at https://automattic.com/
Regarding billing, you can see: https://en.support.wordpress.com/manage-purchases/ and https://en.support.wordpress.com/payment/
All WordPress.com plans are billed for a year or two years in advance at time of purchase, with a refund period of 30 days. We do not offer pro-rated refunds for cancellations after 30 days. All upgrades have automatic renewal enabled by default, and we process renewals 30 days before an upgrade is due to expire, but you can disable automatic renewal at any time if you prefer.
Regarding the relationship between .org and .com, WordPress.org is where the community of unpaid volunteers dedicate their time to make and support the open source WordPress software. You can install that software on your own server, or with a hosting provider.
WordPress.com is one of many hosting providers for that software, though we’re also what’s called a managed host, meaning we handle installing and maintaining the software for you, and don’t give you access to the source files or server settings to make your own modifications there directly. The version of WordPress we use on WordPress.com is also slightly modified from the open source version you’d use at other hosting providers.

Note that in order to use your own JavaScript code on WordPress.com you’ll need to be on our Business Plan or higher. The Business Plan also gives limited FTP and database access to delete/upload files directly to our servers, though it still doesn’t allow you to modify the core WordPress files.
