How do I get the correct crop tool to make my image fit in my header space.

I imported a custom picture to use in the header of my web site http://www.wright-wayfinancial.com. When I import the J.PEG, the cropping box gets smaller than the target immage. When I change the size of the original picture the cropping box gets even smaller than the target image. How do I either correctly set the JPEG to fit in the cropping box or how do I match the cropping box to the size of the JPEG image so I can set the correct image size in my header?

I compress and pre-size every image offline to be the exact size required and then I upload the image so I don’t have (1) image issues to troubleshoot, (2)loss of quality issues, and (3) I don’t waste my media storage space.
