How do I get the customize function to work again?

When I try to use the customize option, the side bar on the right opens, but does not progress beyond the “Loading Design Tools…” phase. It was working just fine last night, and I had made changes, but now I am attempting to revert back, and the customize menu will not load. I have attempted to access it from multiple computers, using both Windows 7 , 8 and NT as well as both Internet Explorer and Google Chrome. I have cleared cookies and caches and still found it not loading.

Be sure you are using one of the browsers and versions found here http://browsehappy.com and also be sure you have enabled third party cookies. http://en.support.wordpress.com/third-party-cookies/
NOTE: I do not use the theme customizer. All of the very same functions can be accessed from your dashboard.
Appearance > Header
Appearance > Background
Appearance > Theme Options (applicable only to some themes)
Settings > Reading (set a static front page)
Site Title and Tagline > Settings > General -
I am using the latest and greatest versions of both IE and Chrome, and according to the third party cookies checker at that link, I am good to go. Yet, for some reason the customizer options just won’t load in the sidebar any longer. Last night they were working perfectly, now they won’t load at all. This is unfortunate because the changes I made last night using that customizer menu can’t seem to be undone without further access to the customizer menu.

It now seems to be working! I’m not sure what you did, but the customizer menu is back in operation.

Assuming you’re not talking about CSS editing, you don’t need the customizer menu. Since you didn’t notice timethief’s “NOTE”, see this post of mine:
