how do i get the install new tab on my theme page

i am trying to upload optimize press to my wordpress site. my appearance page does not give me an install new theme tab. How do i get this tab and upload my new software. I must have the latest version of WP as it does not give me an option to update to the latest version.

The blog linked to your username is a free hosted WordPress.com blog. We do not have FTP access to free hosted WordPress.com blogs and we not able to upload any third party themes.
