How do I get those custom made templates?

I own a website that is out of date, not using google friendly code. I want to upgrade my website w/ the already provided custom template from wordpress, and pay wordpress monthly to host my new website. The current website is very simple, just a few static page w/ some photos.
so 1st question
(1) do I have to start a plan first, in order to get those free template and design my own website? or can I create a temporary name, get the free template done, and then pay wordrpess
(2), where exactly is the link to get those already made template as per the above video, as that video is going thru too fast, not easy to follow?
can anyone help?

I noticed that guy is talking about the Astra theme, a third party theme. So you must head over to their support.

If you want to use third party themes and plugins on the wordpress.com platform, you must upgrade to the Creator Plan. That guy is talking about the Astra Theme and its paid plans or versions or whatever.

okay, I am happy to pay wordpress monthly w/ a theme, and finish my website. It’s only a few pages anyway.
But what I don’t understand is, shouldn’t anyone be able to see these theme PRIOR to paying? I mean, if I pay the monthly, get the theme, and I can’t find a theme I want, what then? go ask wordpress for a refund?
Because if they don’t have a theme for me, I might as well get some royal free photos and put together my own pages.
