How do I give someone my blog URL?

  I want to transfer my blog name / blog URL to another user. We have tried exporting and importing the XML file a couple times and have not been successful. Perhaps we missed something? The new blog did not react as expected and we did not see or notice any changes in regards to the name or format. Please help! Thank you!
