How do I have a static front page?

I’m very new at this.
My posts all display on my main front page by default, but I’d like to have a static page there.
How do I control that? -
I think it has been answered couple of times,
You can control the same from ur Dashboard
Options -> Reading
and select the Static Page u want :) -

Interestingly, that does not always work.. For me, right now, when I look at Options -> Reading on my wordpress 2.1 self hosted site control panel there is no such option.
