How do I het rid of “%%footer%%” in the last line of the footer

These random characters “%%footer%%” are showing up in my footer, along with a black bar. It’s not in the home page, but on all of the others. It’s been months and I can figure out how to remove this? I

If you go to My Site>Design>Customize>Additional CSS and add this piece of code there:
