How do I increase body-text size in Theme "Twenty-Sixteen"?

In the theme “Twenty-Sixteen” I’d like to increase the size of the font used for the body text. (1) What coding should I use? (2) Can I make a global change to affect all body type on my site?
How do increase text size in the Sidebars?

Provided you have purchased either a Business Plan or Premium plan you can edit the CSS. https://wordpress.com/pricing/ But do read Note 2 below.

Thanks for your advice, Timethief. I have a Personal plan, so does that mean I can’t change font sizes?
I have been working with Customizer but find that the font-size choices are not precise (small, medium … etc) and the size change applies to both heading snd text. I find the heading size too big and the text size very small.

Hi @redthebook, if you go to Customize > Fonts, under your chosen Base Font, there is a button that currently says “Normal Size”. If you click on that, you can choose from several font sizes. If you switch to a different font, you might have to readjust that as not all web fonts display the same size.
