How do I insert a remarketing tag into my site?

I want to place a remarketing tag in the footer of my site. How do I access the “footer” area?
The blog I need help with is: (visible only to logged in users)

The WordPress.com blog linked to your username is devoid of any blogger created content. We aren’t allowed to market any product we do not personally make or any service we do not personally provide on any free hosted WordPress.com blog. There is no direct access to the footer area. Here’s what gets a free hosted WordPress.COM blog suspended:

The access to the footer area is not the relevant part of what I posted. You cannot set up for any remarketing here of any kind or you blog will be suspended. To tell the truth, I don’t understand what a tag is, what it does or what the term “remarketing” is. I was just curious because I have been reading some articles on search engines and came across some articles where the “remarketing tag” was mentioned.
But I’ve got your message loud and clear. No remarketing on WordPress.com and therefore there is no need for me to learn more about it. Thanks for your help.

BTW remarketing is a despicable feature that lets you reach people who have previously visited your site, and show them relevant ads across the web or when they search on on Google.
