How do I install a plugin?

Hi, I’m trying to figure out how to install a plugin so that I can display my friend’s webpage within a post on my blog, but I’m stumped! I’ve found plenty of articles online about how to install a plugin, but in my dashboard I’m not being given the option to install one.
This is what I want to install:

Unfortunately, at WordPress.com, we don’t allow plugins, due to security and stability concerns. This is the tradeoff we make in order to keep the millions of sites we host running at top speed with virtually no downtime.
For plugins or custom code, you’ll need to use your own hosting provider and install the free WordPress software at WordPress.org. If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction: http://en.support.wordpress.com/com-vs-org/
Would you be able to create the same effect by using a screenshot of your friends site (that links back to it when clicked) or does it have to be a live embed of the second site’s contents?

Thanks for the reply! So more specifically, am I totally unable to make a post with an iframe?
Unfortunately, a screenshot won’t do, it has to be live.

Correct. Iframes are a common vector for attack, so for reasons of security we remove those.
If this is something you need to do, then a self-hosted WordPress site is a good fit for you. Thankfully, setting up a site like this, and moving your content from WordPress.com is easy. This guide will step you through the process of moving your blog to a WordPress.org instance:

You may also want to hire a developer in your area to help you transition to a self-hosted WordPress site, so it is worth looking in your community, or even dropping in on a local WordPress Meetup. It is also good to know that most reputable hosting providers offer one-click installers for WordPress
