How do I install a theme from WordPress.org

I want to install Blue Sensation from WordPress.org. These are the steps I followed, but I am lost at step 6 because I can not “Install a Theme” from my dashboard as it is not an option.
Step 1: Go to WordPress.org and pick a theme (Blue Sensation)
Step 2: Right click on “download” button and “Copy shortcut”
Step 3: Go to “my” WordPress.com dashboard
Step 4: Click Appearance
Step 5: Click Themes
Step 6: Install a ThemeWhere is Install a Theme?
The blog I need help with is: (visible only to logged in users)

WordPress.ORG themes cannot be installed on WordPress.COM blogs. Your options here are limited to what you’ve got under Appearances and what you can do with your CSS editing skills, should you purchase the CSS upgrade. If you decide to purchase it, it still will not allow you to upload external themes; it’s just for editing existing themes.

Sorry, you are in the wrong forum then and need to head over to http://wordpress.ORG/support/ as that is where self-hosted wordpress blogs using the software from wordpress.ORG are supported.
These forums are for those hosted here on the wordpress.COM free hosting service and things here work differently and our answers typically will not work for you.

http://ryanmcmullen.wordpress.com/ is hosted here, and WordPress.ORG themes cannot be used on it. If you have a different blog, that’s a different story and as tsp said, you’d need to be in the other forum for support on that.
