How do i install a theme i have downloaded?

Hi Support I just want to know why I am not getting the option to add a new theme i have downloaded? I have a free account as you will see is it that’s why the option don’t show ?

You cannot install any custom theme or any third party theme into any wordpress.COM hosted blog and there is no upgrade that changes that. You are confusing WordPress.ORG software with WordPress.COM hosted blogs.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

For that type of functionality you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service. You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.
