  How do I install a third party theme (Elegant Theme)?
  How do I build it out ‘offline’ so I don’t disrupt the website I currently have up?

  Howdy,

  We don’t allow third-party themes to be installed on WordPress.com for security and stability reasons—only themes at http://themes.wordpress.com.

  To use a third-party theme, you would have to use the WordPress.org software on a hosting platform of your choice. More about the differences between WordPress.com and WordPress.org can be found at WordPress.com and WordPress.org.

  With WordPress.org, there are various ways you can have a “localhost” or development version.
