If you’re talking about the Twitter Card plugin, it is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress blogs. If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction:
WordPress.com has a lot of built-in features that were inspired by popular plugins. Chances are, the feature you are looking for is already there! You can search our support site via this link:
For any features on WordPress.com, the support page will explain how to set it up.

I would like my tweets to have a summary attached in the twitter feed which is what twitter card does. Thx for your help.

Hi there!
We do have many ways to integrate Twitter with your WordPress.com site. Let me know if any of these do the trick and I can help you set it up!
1. Twitter Publicize publishes a link to each of your posts when you publish them on your WordPress.com site:

2. The Twitter ‘tweet’ button at the bottom of your posts makes it easy for your followers to tell their Twitter followers that they like your posts!

3. The Twitter Timeline Widget gives your readers an easy way to see your recent tweets right from your WordPress.com blog!

4. Twitter Embeds make it easy to show off individual tweets. Just past the URL of your tweet into your post editor and we’ll do the rest!

I have all of that happening. What I would like to have and what my daughter has with wordpress.com is a twitter card plugin that creates a summary in the twitter feed for all her tweets. That is what I am trying to get happening.
If you go to twitter scroll through. You will see that a number of tweets, especially newspapers and blogs and the word summary below them and when you click that a lovely excerpt from your blog is revealed. This is what I would like.

If you’ve done all of those steps (including submiting one of your posts via the Twitter Card Validator), and your posts still don’t show up with Summaries on your Twitter feed, let me know and we can sort it out!

Appreciating your help. I did all of the above and my blog will not show up on the sample card.

It looks like your blog wagginthetale.wordpress.com is not attached to your Twitter account. You can connect your account through the Publicize panel at Settings > Sharing.
Once you have that set up, can you publish a test post and check your Twitter feed. The tweet that goes out about your post should have the summary attached.

I thought it was connected. It said it was connected, but I disconnected and reconnected and still Nope!

I know these things can be really frustrating. :( I hope you’ll bear with me a little longer!
I just tested the validation of one of your posts. Twitter requires that each site that wants to use Twitter Cards apply for approval. WordPress.com domains, like wagginthetale.wordpress.com, are automatically approved, but custom domains, like wagginthetale.com, need to be manually approved. While we’ve sent many of the custom sites hosted here over to Twitter for approval, we haven’t been able to get through all of the sites hosted at WordPress.com. (There are just so many!)
If you go here:

And click on the ‘Validate & Apply’ tab, you can enter the domain of one of your posts. For example, I used:

When you click on ‘Go’ the tool should show you an example of what your Card will look like. But there will also be a button that says ‘Request Approval’ on the left under where you initially entered the domain.
Clicking on that will put in the request with Twitter to use Twitter Cards for your site when posted to Twitter.
Let me know if you see something different, or if you get an errors going through that process. Once you’re notified that you’ve been approved, try Publishing and article with the Twitter connection active and let me know if you still don’t see the Cards!
